Hamas Helps Civilian Palestinians?

I hear all the time about the great social programs that Hamas sets up for Palestinian children such as schools and hospitals.

Take a look at this picture. Those men in black hoods and aim rifles are Hamas terrorists. What great social program is this one? Is this a field trip from one of those Hamas schools?
